Universal Service Fund
The Universal Service Fund (USF) is a statutory body, which falls under the portfolio of the Ministry of Science, Technology, Energy and Mining (MSTEM). The entity is managed by a Board comprised of 13 Directors and a staff complement of 11 employees. There are two Committees of the Board,
namely: Audit and Finance & Projects. The day to day operations of the USF is headed by a Chief Executive Officer who reports directly to the Board.
It was established under the Telecommunications (Amendment) Act 2012, and became effective on June 1, 2012, as a successor to the Universal Access Fund Company Limited (UAFCL). Their mandate is to facilitate the provision of universal access to the information superhighway by stimulating and accelerating the deployment of broadband services island-wide. This USF achieves this through effective collection and astute management of the universal service levy and disbursing such funds in a transparent and non-discriminatory manner to fund appropriate projects.
